To what does the Department of Defense appeal to as its source of revelation

A recent e-mail was sent out to certain Department of Defense employees stating:

"Employees are invited to attend the official signing ceremony of the DoD Human Goals Charter by the Honorable Chuck Hagel, Secretary of Defense.  The Human Goals Charter is a long-standing documented commitment by DoD to the principle that every individual has "infinite dignity and worth." Originally signed in 1998 by former Secretary of Defense, William S. Cohen, this signing ceremony signifies a revitalized commitment by the Department to equality, dignity, and respect."

Now, I happen to believe in the dignity and worth of every individual and I can clearly point to where I find the basis for that belief.  Now, some may say that the statement on infinite dignity and worth is a universal belief or core principle as the statement above suggests.  The problem with this is that it is clear, from history, evolutionary humanistic teachings and postmodernism that this is definitely not universally believed or practiced.  In history, and for that matter, modern day events, this is clearly not evident in the way people treat each other across a whole spectrum of distinctions be they economic, racial, etc.  As for the secular, humanistic and evolutionary teachings that pervade our schools and elites, man, in himself can have no inherent dignity for he is nothing more than the random arrangement of material elements existing for a mere blip on the evolutionary timeframe and therefore in no way possessive of anything infinite.  As for the trendy postmodernism of our times, the problem is that by definition, the idea of universal principles or infinite dignity and worth are incompatible with its tenets.  
So what is my issue with the above email?  The problem with such ridiculous statements is that first, asking for attendance is an enormous waste of time, second, they are nothing more than gaudy politically correct ceremonies for like minded people to pat themselves on the back for their enlightened vision, and third, as shown in this post, they(the DoD) have no basis for such a statement to be made in the first place.  When you abandon God and Christianity, which by the way is where the founders of our country actually appealed to as their revelation on the dignity of the human being, you cannot then logically appeal to those same principles while at the same time embracing ideas that stand juxtaposed to them.  So my advice for the federal government is that if you want to abandon God and Christianity, go ahead at your own risk, but don't borrow from those principles which come from Him giving man inherent worth without giving credit where it is due.
